The legacy measureSteadyFrames submission proxy is explicitly ineligible for acceptance. A 2026-07-11 browser audit measured the same approximately 33.3 ms requestAnimationFrame baseline with the render loop active and paused; the fail-closed evaluator rejects that host cadence.
